Admisión de ucranianos 2016: resultados
La apertura de la campaña de este año en la educación superior se ha convertido en una fuerte prueba para el sistema nervioso de los estudiantes y sus padres y para los trabajadores que hacen las comisiones en las universidades. Sin embargo, contrariamente a los temores de los resultados de la campaña de apertura, la Universidad Técnica Nacional de Kirovograd atrajo aproximadamente la misma cantidad de estudiantes que el año pasado: 1.414 personas.
Not every year the Ministry of Education and Science of Ukraine amends the technology transfer of students to higher education, especially in the field of public order. According to the head center Preparatory KNTU, Professor Nikolai Petrenko, the main difficulty introductory campaign this year was to complete unpredictability, unpredictability of the mechanism of distribution of students between universities of the Single State electronic database Education (YEDEBO), resulting applicants lost room to maneuver when choosing a place of training and specialty training. “This year the state order distribution system does not take into account the applicant desires to study the relevant institutions, – said Mykola Petrenko. – Before admission to higher education in full-time education by state order was carried out in three waves, after each wave of entrants see whether they are in the list of recommended and determined when and where they need to submit original documents. In some cases, applicants, even after the first wave of recommendation for admission have seen that they are in competition, and then neither they nor their parents can not worry about the results of the opening campaign. Now the program automatically YEDEBO in one wave, distributes students in universities according to their competitive score and numbers priorities in the application for admission, and neither applicants nor universities until recently did not know who and where progress.
This was the first time used a new methodology for allocation of state budget places between institutions – in a nationwide competition for certain specialties. All applicants who applied for the same profession on the same priority, through YEDEBO reduced to a rating list Descending amount of competitive ball from maximum to minimum for this specialty. Accordingly, if the government orders in this field is, conventionally, 1000 seats, it will be credited with the first 1000 applicants nationwide list. The exemptions to the universities to which they submitted documents (but each individual university students can not gain more than the maximum amount of state orders its 125% from last year). The rest of the students, if they applied for other jobs, participate in the same competition in the field of state budgetary places other priorities or may enter into any other specialty contract.
But it turned out that technology transfer under the nationwide ranking list greatly increases the competitive passing score that puts in unequal access to higher education, particularly graduate urban and rural schools.
In past years, a passing score on a particular specialty was formed taking into account the number of applications for this specialty and competitive entrants ball within the same university. That is, the passing scores on a particular profession in various universities were different. And not having a competition to other universities could enter the other where the pass rate below.
Where the system YEDEBO forms the national list of applicants for certain specialties, passing score is determined by the top of the list – which a priori are applicants with the greatest amount of tender points – so this passing score in the first place, above the level characteristic of last year introductory campaigns; Second, the same for all universities, both for the largest Ukrainian universities and for regional universities.
Thus, this year there was a paradoxical situation. Our University has received a lot of public order in some economic areas – so many have never been! – But among our students only a few people passed the all-high passing score on the economic profession.
The specifics of this year’s inaugural campaign was in that place state orders provided by applicants who have the highest competitive score. But, obviously, had high scores of rural schools, students from districts or ordinary municipal schools (without profound, innovative study) or children whose parents are unable to pay tutors. Typically, about 55% of the students are children KNTU from outside the regional center, many students come to us from rural areas. Under such a system the admissions they are at a disadvantage with graduates of city schools have little chance of getting a budget place and forced to contract. “
Logically, this year increased fate applicants Kirovograd National Technical University, admitted to a contract, full-time education: almost 44% against 25-35% in previous years.
Passed the first course of full-time education at the expense of the state budget on the basis of complete secondary education 100 people (last year – 150), the amount approved by the state order system YEDEBO was 118 seats against 252 university application space. (Reference: unused quota places of public procurement plans to provide beneficiaries: children of military personnel who died or died as a result of injury to the ATO.) On the contract form of education adopted 182 graduate 11th grade schools. In general, set the first course on the basis of complete secondary education amounted to 282 people (last year – 287).
Based on the level “Junior specialist” to KNTU enrolled 424 individuals (261 seats on the budget and 163 – on contract) last year – 480 persons.
Set to level “Specialist” – by the way, is the latest in the modern history of Ukraine set the “specialists” – was 328 students (267 seats and 61 state budget for the contract last year – around 267); KNTU to graduate this summer bachelors enrolled 382 (160 – in public places and 222 “contractors” last year – 380).
Thus, the total set to Kirovograd National Technical University in 2016 to study full-time students was 1414, exactly the same as last year. In distance learning student enrolled 371 (last year – 329).
Thus, the opening campaign, although difficult and nerve held, brought the results are not worse than last year.
At the beginning of the academic year, during a meeting at the Ministry of Education and Science of Ukraine with university rectors on preliminary results of the admission campaign 2016 was recognized problems in the system of “Education for all”, whereby applicants filed documents for admission to university. The leadership MES plans to establish a working group to develop a draft Terms of admission to universities in 2017 with the need correcting key deficiencies identified during the admission campaign 2016 (including compliance with the state order the real needs of the Ukrainian economy, and related to new system distribution of state orders for regional education and training on basic specialties). The group will include representatives of universities and rectors of Ukraine of different profiles.
